This is how the countries ofthe world can nominally pledge to rapidlydecarbonize while also, according to theU.N., planning to expand fossil-fuel productionthrough 2040; and how Saudi Arabia,for example, can promise net-zero carbonby 2060 while planning to expand fossil-fueluse by as much as 45 percent by 2030.On top of which, the country doesn't evenhave to count all the emissions it's exporting,primarily in the form of oil, which is quite anaccounting trick for a petro-state.
