Abstract

This article presents information on Teamsters' union President James Hoffa's new proposal to reorganize the AFL-CIO. The showdown could come at the labor federation's July convention and election. Hoffa's proposal, made on December 8, follows one from the Service Employees International Union. Hoffa's union is part of the AFL-CIO's Building and Construction Trades Department Hoffa proposes rebating half of the per capita tax each union pays to the AFL-CIO to affiliates that have a serious organizing plan in their core industries. Hoffa argues that the AFL-CIO should speed the consolidation process and not wait for overpowering economic and political forces to produce mergers because it is in the interest of the broader goals of the labor movement.
