Abstract

The article presents the discussion on establishing cybersecurity norms in the United Nations. Topics include high levels of tension and disagreement on issues ranging from arms controls to tensions over US sanctions on Russia; and greater stability and predictability in the relationship for preventing conflict between the two powers.
