Abstract

Throughout this year, the context of social unrest and protests in Colombia has shown a high level of political instability that many analysts still consider unfinished. Additionally, these social upheavals have been surrounded by ambivalent realities. On the one hand, the legitimate claims amid the social discontent of some sectors of the population, towards the measures adopted by the Government to meet their aspirations. On the other hand, some minority sectors that in the midst of these social mobilizations have appealed to violence as a means of expressing their frustration and discontent. Finally, a police force that has been overwhelmed in their capacity to respond to these events and that in the middle of their actions have also been accused of failing to fulfill their mission to protect and serve. This article focuses on the discussion around the need of a integral transformation of the national police. The main objective oif this transformation is to upgrade the operational capabilities of the polica aswell as to secure a better relation and interaction with colombian civil society while promoting and protecting human rights.
