- Although there is a tendency to disregard these films, Ray explains, 'Roving documentary footage is typically unable to maintain a sense of aesthetic abstract for long. In 2006 the Dutch government funded a program to convert its ageing celluloid films to digital, for all to access, thereby opening a window for researchers into the early administration of the nation and its colonies.
