Sherry Rehman, who serves as minister for climate change in the country's ruling coalition, estimates that the crisis has affected more than 33 million people. ALTHOUGH PAKISTAN ACCOUNTS FOR LESS THAN 1 percent of the world's total greenhouse gas emissions, its people have become the victims of an unprecedented climate catastrophe.
