Abstract
- Uganda is no longer a classic ‘African’ nightmare, having successfully transformed itself from 15 years of civil wars to 15 years of rapid growth: now an alternative African ‘model’ or ‘miracle’? However, it has experienced more economic than political liberalization; and its democratization is incomplete or problematic. Moreover, rapid growth in the south contrasts with residual conflict around the borders in the north: what scenarios for the rest of the first decade of the new century? The paper includes a thumbnail sketch of regional development around Mbarara. The case of contemporary Uganda contains lessons for African & other state & non-state policy-makers.
