Abstract
- This paper sets out to explore the role of private authority in global networks currently involved in the emerging issue area known as ‘ICT for Development’, with a specific view to disentangling how private authority shapes policy configuration in this particular issue area. Drawing on theories of global governance and governmentality, the paper highlights the historical formation of the ICT for Development agenda, the role of knowledge management and modernization ideals in the framing of the agenda, and, not least, the rise of global networks taking the shape of partnerships which specifically address the ICT for Development problematique in global and local settings [ABSTRACT FROM AUTHOR]
