Abstract

The following analysis will look at what are believed to be the conditions, motivations, and goals for terrorism worldwide, and then examine how China fits into this picture. It will look specifically at China?s state security policies, policies that might spawn grievances and lead to terrorism, China?s status and identity within the international community, and Chinese culture for answers to the question of why there is not more terrorism in China. It will also look at the specific cases of Tibetans, who have used violence but not terrorism against the Chinese state, Uyghur (Muslim) secessionists from Xinjiang Province, who have used terrorism; and the Hui (Han Chinese Muslims), who have not been supportive of Uyghur terrorism in the name of self-determination for Xinjiang.
