Abstract
- With pressure to downsize government, provide comprehensive services, and manage scarce resources, one of the primary roles of the public planner is to develop plans that address the organizational and operational needs of the planning agency. These plans must be implemented, monitored, and possibly revised in order for the planning agency to achieve its objectives. Therefore, a comprehensive strategic management process is needed to assist in managing public planning agencies. [ABSTRACT FROM AUTHOR]
