The article describes the development of study counseling for refugee prospective students at Leibniz University Hannover since 2015. In particular, it addresses the concerns of those seeking advice, changes in the legal framework, and the influence of financial opportunities. Since the beginning of the war in Ukraine in February 2022, according to the UN, 7.7 million people have fled Ukraine, including 34,000 so-called "third-country nationals". A major challenge for authorities was the implementation of the Mass Influx Directive § 24, which allows temporary protection for war refugees in EU countries. There are financial savings and the elimination of projects for the integration of refugees at universities. The book "Higher Education: Science and Practice" argues for thinking about administration from the perspective of scientists and the nature of science, and resisting the adverse effects of control through indicators.
