In this article, we discuss the purposes of applying the elements of the "structuring theory" in the empirical study of the professional action of social workers in the realization of citizenship rights in health in contemporary neoliberal society. Starting from a small bibliographical, exploratory and synthetic study, anchored in the steps of the traditional literature review, we justify that this theory is a relevant methodological strategy in the observation of the ways in which social workers work with knowledge of the facts and within regulatory social structures, to develop actions that make a (positive) (positive) difference in the lives of people with addictive behaviors and dependencies. We conclude that its applicability in the study of reflective practices, resulting from routine action as a product of the dynamic articulation between the social structure and human action, cooperates for the understanding of the social worker's agency in promoting a renewed reinsertion right of citizens users at social risk.
