Abstract

(1) Background-The reform of collective forest land easements is an important part of collective forest property systems reform and national park systems reform. It helps to promote the high-quality development of forestry, promote the employment and income of forest farmers and achieve common prosperity. Identifying the influence of different institutional arrangements on the willingness of forest farmers to participate in the reform of collective forest land easements is of great significance for making up the lack of cash compensation and optimizing the institutional arrangements of national parks. (2) Methods Based on the field researches on the reform of collective forest land easements in Qianjiangyuan-Baishanzu National Parks in Zhejiang Province, the research data were obtained by questionnaires, interviews and other participatory rural appraisals. The ordered probit model was used to analyze the influence of national park institutional arrangements on the willingness of forest farmers to participate in the reform of collective forest land easements. (3) Results First, 49.61% of forest farmers are willing to participate in the reform of collective forest land easements. In the cognition of the reform benefits of collective forest land easements, the environmental benefits and social benefits are greater than the economic benefits. Second, the main institutional arrangements of national parks have a significant incentive effect on the willingness of forest farmers to participate in the reform of collective forest land easements, and the degree of their contribution is in the following order: they can engage in unlimited forestry production and management activities>they can give priority to forest, ecological tourism and other projects> they can visit the national parks for free. Third, different regions and age levels have different incentive effects on forest farmers. The main institutional arrangements of Qianjiangyuan National Park has a greater incentive effects for forest farmers to participate in the reform of collective forest land easements than that of Baishanzu National Park. The willingness of young and middle-aged forest farmers to participate in the reform of collective forest land easements is stronger than that of middle-aged and old forest farmers. Fourth, most of the control variables are significant at different levels. Among them, social benefits, environmental benefits, education level of the household heads, the regions and the forest farmers' participation in the reform of collective forest land easements are significantly positively correlated, while the age of the household heads and total area of family forest land are significantly negatively correlated with the forest farmers' participation in the reform of collective forest land easements. (4) Conclusions and Discussions In order to deepen the reform policy of collective forest land easements, the following policy suggestions are put forward; First, the relevant departments of national park management should take into account the interests of forest farmers in the reform of collective forest land easements and improve their trust in the system. Second, village organizations should play an active role as a bridge between the forest farmers and the national park administration. Third, the forest farmers should be good at making use of national park incentive policies and measures to achieve common prosperity. [ABSTRACT FROM AUTHOR]
