Abstract

Greene situates techno-solutionist public policy in the historical-political context of 1990s policy discourse about the "digital divide" and the economic context of Washington, DC, after the 2008 recession. How has the problem of poverty been subsumed under the domain of technology policy in the United States, and what are the implications for public institutions? Greene also brings STS intuition to policy analysis by rejecting the inevitability of the access doctrine and tracing its origin to the political and economic interests of the Atari Democrats.
