- For example, throughout the chapter, Mayes demonstrates the bifurcation of special education by contrasting the exclusivity of "learning disabled" as a category that only applied to a small group of white students, against "educable mentally retarded", which was rapidly being applied to Black children. In I The Unteachables: Disability Rights and the Invention of Black Special Education i , Keith A. Mayes disentangles the nexus of ideology, scientific research, and policy that constructed racialized disability in education over the twentieth century. This may be why, after Mayes ends the book with a quote from disability advocate Burton Blatt, I was left with an urge to "do" and a desire for Mayes to tell me what is next.
