Abstract

Tea, one of the significant export commodities in modern China, faced a continuous decline in its export during the late Qing Dynasty and Early Republic of China. In response to this predicament, tea merchants attempted to implement quality control measures in tea export, driven by market forces. During the initial stage of the Nanjing national government, the Ministry of Industry actively intervened in the quality management of tea export. It established specialized tea inspection agencies, developed uniform inspection standards, set normative inspection procedures, and adopted scientific inspection methods to conduct tea export inspections. Evidence illustrates that in the initial stage of the Nanjing national government, the tea export inspections yielded positive outcomes in improving tea quality and restoring the reputation of Chinese tea. However, with the full scale outbreak of the War of Resistance against Japanese Aggression, coupled with inherent deficiencies, tea export inspection practices in the early Nanjing national government failed to resolve the dilemma of tea exports in modern China. Nonetheless, viewed from a long-term perspective, it laid a solid foundation for the establishment of tea inspection systems in New China. [ABSTRACT FROM AUTHOR]
