Assessment of the business climate as a basis for developing measures of state support for water transport enterprises.

In the context of the crisis caused by the SARS-CoV-2 coronavirus pandemic announced in March 2020, the timely development of optimal measures of state support for enterprises in the transport sector of the country and its regions is of particular importance. In this regard, the role of assessing the entrepreneurial (business) climate in the field of water transport is growing. This article substantiates the need to develop an approach to preparation and conduct of such an assessment, analyzes the experience of the Russian Union of Industrialists and Entrepreneurs in the field of analyzing the state of the business climate in Russia, as well as the results of study by domestic and foreign authors on creation of a favorable business climate in the regions, the formation of a comfortable business environment in order to ensure the sustainable development of small businesses, a wide range of issues related to the functioning of water transport enterprises. In addition, offers were formulated to determine the composition of the selection criteria for the surveyed enterprises and organizations, the content of the methodology for assessing the business climate in the field of water transport, the classification and selection of parameters that can be used to conduct the assessment, the composition of the stages of its preparation and conduct, recommendations were given in part, concerning the analysis of the received expert opinions. The direction of the assessment results after their interpretation and generalization to the relevant executive authorities and the commission of the Russian Union of Industrialists and Entrepreneurs on Transport and Transport Infrastructure for use at work will have a positive impact on ensuring the joint purposeful activities of government officials and business to maintain the sustainable functioning of the sectors of the country's transport complex.
