Abstract

Background and Context: Collective lands are facing increasing pressure, particularly from land dynamics and territorial development policies. In this context, a clear trend has recently emerged in Morocco towards the privatization of collective lands for the benefit of right-holders, known as Melkisation. Goal and objectives: This study seeks to highlight the history of Melkisation, its current context, its advantages and disadvantages. As well as the challenges associated with its implementation, while focusing on the participatory and sustainable approach to its realization. Methodology: The methodology adopted is based on the analysis of literature reviews, interviews with the administration and the local population, and various onsite observations. Results: The results show the different formalities of Melkisation that exist. The strengths and limitations of this land policy and the factors that influence its success or failure. Finally, a proposal is made for ways in which the interests of local communities can be better taken into account in the development of sustainable and participatory Melkisation policy.
