Law 12/2023 of 24 May on the right to housing introduced a range of measures, including, most notably, the possibility of declaring "stressed" residential market areas, which, in turn, are the cornerstone of the price limitation framework on residential lease agreements that the abovementioned housing rights law introduced in the Urban Leases Law. On 11 August 2023, the competent housing authorities of the regional government of Catalonia were the first to apply this provision and declare 140 municipalities as "stressed" residential market areas.
