In our century mankind goes on his search for his past deep through the history and science like he did before. Nowadays, it has become absolutely certain that, despite the origin and main structure of human cells and molecules are the same with other creatures, the DNA and genetic structures of humans are different than others by invalidating the evaluation theory. In the century in which the science makes very fast progresses, leaning on the findings attained, it has become necessary to re-analyze the perceptional processes in human mind and to investigate what he perceives from concepts and objects in the relation of individual and environment. Therefore, matching the social and personal dimensions of public rights is based on the perception of the individual with his level of public consciousness. Human rights concern every individual and the governments having the charge of the press and associations of the mass media directly at the same level. For this reason, in order to make the world public opinion agree terms in collective administration correct and common perception of general concepts is required. This article relates the role of the press in matching the individual and behaviours with public consciousness to the behaviour types resulting from the perception form of human rights and claims that there is a relationship between the personality formation and socialization periods and examines human rights by means of this paradigm.
