Abstract

The article discusses the U.S. government's concerns about Chinese-made port cranes being used as a potential cybersecurity threat. President Joe Biden signed an executive order to address this issue and proposed investing over $20 billion in U.S.-based crane production to replace Chinese cranes. Currently, the majority of cranes used in U.S. ports are made by Shanghai Zhenhua Port Machinery Co. Ltd. (ZPMC), which is the largest manufacturer of port cranes in the world. The American Association of Port Authorities (AAPA) refutes the government's claims, stating that there have been no known security breaches related to these cranes. The article suggests that the U.S. government's suspicion towards China is expanding from hi-tech products to infrastructure, and it questions what other areas of decoupling the U.S. government may pursue. The Chinese perspective sees this as a core issue in the competition between China and the United States, with developing countries challenging the technological dominance of developed countries.
