Abstract

Regulators are making another attempt to restrict Wall Street pay by reviving a proposal that would require big banks to defer compensation for executives and take back more of their bonuses if losses occur. The proposal, which is similar to a 2016 plan that was never completed, is being pushed by officials from six agencies involved in developing the restrictions. However, there is uncertainty about whether the agencies will proceed, and the Federal Reserve, whose chair Jerome Powell has expressed reluctance to consider the measure this year, will not be included in the new proposal.
