Palestine's "Spring of Democracy": Postponements and Prevarications.

The article reports that as expected and despite all previous presidential assertions--verbal, visual and official--that elections for the Palestinian legislative council would be held on time, the scheduled July 17, 2005 poll has been postponed indefinitely. The ostensible reason was to allow time to resolve a dispute over proposed reforms to the voting law. The election law and the exact voting dates were two of the major items discussed and agreed upon by the various Palestinian factions as part of the Cairo understandings.
