Abstract

In the process of development and restructuring of multi-layered cities, encounters with urban archaeological values are frequent. These encounters typically occur after construction work has begun, leading to a series of decisions and implementation processes regarding archaeological values, leading to a series of modifications. These modifications often lead to an extension of the duration and an increase in the budget required for construction works initiated by public institutions and organizations. There is a lack of flexibility in public tenders in this respect. As a result, the increase in-the duration and the cost of construction works leads to a negative perception of archaeological value within society. This article focuses on the conservation and architectural presentation process of approximately 225 m² of rectangular plan remains discovered during excavation in 2014 for the Faculty of Economics at the Beyazıt Campus of Istanbul University, located within the Historical Peninsula of Istanbul. The study details the challenges encountered during the conservation process due to the accidental discovery of the archaeological value and the lack of flexibility in public tenders, as well as the interaction with the new structure, the architectural presentation process, and the condition of the archaeological value after construction.
