Abstract

The article "Ferdinand Wollenschläger, Hospital Reform, and Basic Law" discusses the criticism of the proposed requirements for the qualified initial assessment of the medical care needs of those seeking help. It is recommended to introduce an integrated control center and to include an independent claim for emergency management in the Social Security Code V. Furthermore, the regulation of patient guides in the Social Security Code V is examined and it is emphasized that patient guides should function as care and case managers. Wollenschläger's report deals with constitutional issues related to a reform proposal for hospital planning and remuneration. It is stated that the government commission's proposals are not fully covered by the federal legislative competence. Various possible solutions are examined, including a remuneration regulation without planning-relevant structural requirements and a constitutional amendment. The report also highlights possible constitutional risks and emphasizes the importance of adequate hospital care for the population.
