Abstract

The article informs that better control over the proliferation of sensitive parts of the nuclear fuel cycle is essential for reducing the risks of proliferation and paving the way for more widespread use of peaceful nuclear applications. Mohamed ElBaradei, director-general of International Atomic Energy Agency (IAEA) has told in a speech to the Review Conference for the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, that there is "no incompatibility" between tightening controls over the nuclear fuel cycle and expanding the use of peaceful nuclear technology. In February 2005, an international expert group appointed by the IAEA called for a stronger multilateral approach to strengthening controls over the civilian nuclear fuel cycle and technologies that could be used to develop atomic weapons.
