Abstract
- New York Governor Kathy Hochul's decision to indefinitely postpone the launch of a congestion pricing plan for midtown and downtown Manhattan has raised concerns about the future of New York City's transit infrastructure. The plan, which would have imposed a $15-per-vehicle toll, was expected to generate revenue for $15 billion in improvements to the aging system. While congestion pricing is seen as an imperfect solution, it would fund important upgrades such as the Second Avenue subway extension and modernization of the signal and power systems. The governor's decision is seen as politically motivated, with concerns about alienating suburban voters.
