Elvira Domínguez was the representative director of the Entrepreneurs in BPS for 15 years. The Commission of Experts in Social Security (CESS) was created by the Urgent Consideration Law within the scope of the Ministry of Labor and Social Security and the Office of Planning and Budget. The mission of the CESS was to conduct a diagnosis of the Uruguayan pension system and present recommendations for its reform. The proposed reform includes increasing the retirement age and extending the mixed system to all affiliations.
