The article discusses a court case in which the states of Nevada, Illinois and Virginia appealed to the U.S. Court of Appeals for the District of Columbia Circuit regarding the failure of the Archivist to certify and publish the Equal Rights Amendment as the 28th Amendment even after the deadlines for the amending requirement expired.
