Abstract

The Permanent Scientific Commission (SWK) of the Standing Conference of the Ministers of Education and Cultural Affairs (KMK) was established in autumn 2020 and publishes statements, expert opinions, and discussion papers on the education system. It is criticized that the SWK focuses on competencies and assessments while neglecting pedagogical tasks. It remains unclear on what evidence the statements and expert opinions are based. The SWK consists of 16 scientists and has published expert opinions on primary schools, which have been criticized by some. It is argued that the focus on physiological developmental processes neglects the subject matter and reduces the role of teachers. The expert opinion on primary schools contains 20 recommendations, of which only three concern teaching. It is being discussed whether scientific findings can provide clear guidelines for practice and whether the recommendations of the SWK are sufficiently scientifically substantiated.
