This article focuses on issues and papers discussed during the Association for Computing Machinery's Council Meeting. Elections of officers occurred during the event. The Council also approved the increase in dues for its members, associate members, and student members. A policy on Complimentary Membership for Selected Foreign Nationals was adopted by the Council. An ACM Foundation was established by the Council to carry out the organization's educational and scientific functions. The Council also decided to drop the Programming Systems and Languages Paper Award from the ACM Awards system.
