California has implemented climate disclosure laws that require entities with at least $1 billion in annual revenue to disclose greenhouse gas emissions and financial risks related to climate change. Compliance deadlines remain intact despite attempts to delay implementation. The laws mandate reporting of Scope 1, 2, and 3 emissions, with verification by third-party experts. While the SEC rule at the federal level includes similar requirements, Scope 3 emissions were dropped from the final rule.
