Focuses on the indirect control of the U.S. Congress on the Environmental Protection Agency (EPA), through the EPA funding law for 2006. Areas where the Congress is influencing the agency, such as experiments involving the intentional dosing of humans with pesticides; Refusal of the Congress to the plan of the administration of President George W. Bush to give a slice of the budget of the EPA to the agency's regulatory programs; Desire of Congressional appropriators for the National Academy of Sciences to again study polychlorinated biphenyls dredging, while refusing to delay cleanup of the Hudson River downstream of a General Electric plant in New York.
