Abstract

The article examines the efficacy of U.S. states as laboratories of democracy. It offers a thought experiment in which the national government gave each state funds to design, test and evaluate programs to solve social problems. It analyzes the capability of states to design and implement successful policy innovations. It claims that though the states tirelessly tinker with their policies, it does not seem that they are effective laboratories of democracy.
