Abstract

This paper investigates the systematic conditions under which international organizations expand. International organizations promote norms of bounded competition in various ways. They encourage states to communicate and consult to pursue political outcomes and discourage the use of violence and coercion. Should norms of cooperation fail, international organizations foster peaceful settlement mechanisms between states, particularly conflict management through third parties.
