Digital broadcasting: Threat or opportunity?

Abstract: Developments in digital technology have opened up new opportunities for the delivery of broadcast services. However, these opportunities pose threats for blind and partially sighted people who cannot easily access these new services. In the UK, RNIB has campaigned for access measures to be incorporated into legislation and regulation resulting in measures included in the 2003 Communications Act. The paper Digital Broadcasting: Threat or Opportunity primarily addresses the threats to blind and partially sighted users of digital television; what actions have been taken in the UK to find solutions; what actions still need to be taken; campaigning opportunities.
