U.S. TO BE EXCLUDED FROM TALKS.

The article reports on the non-participation of the U.S. from the first annual climate conference held in Montreal, Quebec. The meeting is an offshoot of the Kyoto Protocols implementation that began in February 2005. In 1997, the U.S. Congress rejected the accord, and the Bush administration is steadfast in its resolve not to resubmit it to congress. The Kyoto accord mandates member countries to reduce emission of six greenhouse gases to pre-set levels in 35 countries come 2012. The U.S. however assented to enter into exploratory talks anent future courses of action.
