Abstract

The efforts of General Motors (GM) to reduce its health care costs have created a rush of GM employees seeking elective surgery. GM is offering buyouts to its workers who agree to give up their health insurance plans and post-retirement insurance benefits. General Motors currently covers 1.1 million individuals and has recently begun charging workers a small part of the cost of health care and has increased co-pays for prescription drug coverage.
