Abstract
- The article reports on the indecision by the Environmental Protection Agency whether to require a new international environmental toxicity pictogram on labels of commercial chemicals that can cause aquatic toxicity in the U.S. Some activists consider the issue as a way of attesting the limited control of the agency under the Toxic Substances Control Act.
