Abstract
- This article focuses on the windfall experienced by the pharmaceutical industry over the transfer of millions of low-income people into the new Medicare Part D drug program. Drugs had been less expensive in Medicaid programs since they were purchased by states at the lowest available prices.The benefits of this surprisingly lucrative niche market, drugs for poor people, may show up in the quarterly financial results of drug makers. Drug prices have risen since the advent of Medicare Part D.
