The article focuses on the calculation of the graduation rates. The U.S. Department of Education has given permission to each of the states to form its own method for the calculation of graduation rates. They are also permitted to set their own targets for how quickly or how much those rates should improve. The National Governors Association in 2005 convinced all 50 governors to find a new method to calculate and report graduation rates, based on the number of students who enter 9th grade and exit high school after four years.
