The article focuses on the provision of education in fragile states. The Fragile States Group, an organization within the Development Assistance Committee of the Organization for Economic Cooperation and Development, works to advise donors on providing education services in countries with a lack of political commitment to develop and implement pro-poor policies. Fragile states are home to a seventh of the world population, of which a third live on $1 a day.
