Abstract
- The article focuses on the contribution of retiring House Republican Sherwood L. Boehlert to environmental policy in the U.S. Boehlert has been shaping environmental policy ever since his push for the pioneering pollution trading program that has since substantially reduced sulfur emissions from power plants and thus acid rain. He attributed his success on acid rain to the partnership he had with Waxman and bemoans the absence of bipartisanship today.
