Abstract

The author asserts that the struggle over school choice in the U.S. has focused on giving parents the freedom to choose. He explains that for many years, it was so difficult to win freedom for parents that questions regarding supply were never considered. However, as choice programs grow, school availability becomes a constraint. He explores this constraint by considering issues such as the factors that limit the number and quality of schools, the problem of low per-pupil funding, and unstable rules. He presents various areas where solutions might be found, focusing on the necessity of policy initiatives that create equitable funding and a regulatory neutrality for schools of choice, as well as investments made by foundations, nonprofits, and companies in support of new schools.
