- The article reports that U.S. Attorney General Alberto R. Gonzales said in Germany that the U.S. government was unable to explain its legal principles in its effort to prevent terrorism. However, he also faulted European countries for criticizing the U.S. military prison at Guantánamo Bay, Cuba.
