Abstract

The article discusses the program developed by the city and county of Cardiff, Wales to deal with the dual problem of falling school rolls and the declining estate infrastructure of many of its buildings. A document titled 21st Century Schools was sent to every household in Cardiff. It justifies its proposal by arguing that the result of its plan is to reinvest £300 million in redesigned community-focused schools. The document received extended media coverage throughout Wales.
