Abstract
- The article compares the plans by New York Governor Eliot Spitzer and California Governor Arnold Schwarzenegger for their prison systems for the year 2007. Schwarzenegger is planning to issue bonds for the addition of prison beds to cope with California's prison population. Spitzer is planning to set up a commission to examine closing some of New York's prisons.
