Abstract
- The article presents information on current child welfare policy and practice in Canada and the plight of homeless youths. The article also discusses a long-term residential program for homeless youths and its implications and recommendations for the child welfare. Homeless youths suffer from a developmental delay, severe lack of self-esteem, life skills, social skills, psychological well-being, school attachment/success. Advocacy groups including the Canadian Child Welfare Association and the National Youth in Care Network are criticizing legislative policies and services for the child welfare system.
