The article presents the proceedings of The City in Transition: Art in the Public Realm and the Creation of a Vibrant Civic Culture second annual national public art conference held in Liverpool, England from December 17 to 18, 2007. In the conference, which was a part of the Liverpool Biennial, speakers noted that there are still a number of substantial regeneration schemes with major art components underway. Some of these speakers include Isabel Vasseur, director of ArtOffice and Fred Brookes of Comedia.
