Abstract

The article reports on exceptions to Pennsylvania law allowing over 40 percent of school districts in that state to increase property taxes without voter approval. In 2006 a law was passed requiring districts to keep property tax increases below the inflation rate. According to state education spokeswoman Sheila Ballen, 210 districts appealed to the state and were granted permission for larger increases in their 2007-2008 budgets, but the reasons for the exceptions were not explained.
